Project aim: Elaboration of the concept for establishment of Special Economic Zones (SEZ) in the nuclear industry ZATOs of Sarov, Zheleznogorsk, Zelenogorsk, and  assessment of the regulatory impact of SEZ on the social and economic development of a ZATO

Project goals:

  1. To identify the most promising  types of economic activity (specializations), which require introduction of a special legal regime for carrying out entrepreneurial activities
  2. To draw up the list of potential projects entitled to claim the status of residents of a SEZ;
  3. To describe a SEZ infrastructure;
  4. To identify optimal control models for a SEZ, including interaction patterns  among the main interest groups and  description of the functionality of the management company;
  5. To identify potential social and economic impacts of the establishment of a SEZ in a ZATO
  6. To create a roadmap and a plan for launching a SEZ in a ZATO;
  7. To prepare a draft decree on the establishment of SEZ in a ZATO to be submitted  to the Government of the Russian Federation for consideration.

 

 The project resulted in:

  • Creation of three concepts for establishment of Special Economic Zones (SEZ) on the territory of the nuclear industry ZATOs of Sarov, Zheleznogorsk, Zelenogorsk 
  • Identification of the most promising  types of economic activity (specializations),
  • Drawing up the list of potential projects entitled to claim the status of SEZ residents;
  • Estimation of the minimum volume of capital investments of potential SEZ residents needed for launching the projects;
  • Description of a SEZ infrastructure (land sites, transport, energy, communal, engineering, social, innovation and other infrastructures located in a PSEDA and those located outside the area, but ensuring its functioning);
  • Development of forecasts of socio-economic impacts of the establishment of a SEZ in  a ZATO, including predictive estimate of the dynamics of growth in the volume of additional revenues coming to budgets of all levels due to establishment of SEZ, etc .;
  • Elaboration of the projects of SEZ management systems, including interaction patterns  among the main interest groups (ZATO Administration, subjects of the Federation, Rosatom State Corporation) and  description of the functionality of the management company (the organization that provides management of a SEZ);
  • Identification of roles and functions of Rosatom State Corporation in relation to SEZ in a ZATO;
  • Draft normative and legal documents on establishment of a SEZ  in a ZATO

Road maps and plans for launch of SEZ in ZATOs of  Zheleznogorsk, Zelenogorsk, Sarov, including the description of the necessary regulatory and legal changes.
