Long-Term Energy Foresight for the Russian Federation

The project was initiated by the Ministry of Energy of the Russian Federation, Rosatom State Corporation, Federal Tariff Service of Russia and OAO SUEK: the parties signed a four-way agreement stating intention of participants and areas of cooperation within the framework of the project. Project initiators were also joined by OAO RusHydro.

The Center for Strategic Research "North-West", a leading Russian think tank with vast experience of research in the field of energy, including the comprehensive analysis of the world's energy base and the expert opinion on global energy sector development, participated in the project as the coordinator.

The aim of the foresight is to form coordinated decisions regarding modernization of the Russian energy system.

R&D and expert services conducted within the framework of the project included the study of the current situation in the national energy sector, analysis of trends in the global energy markets. The CSR “North-West” experts analyzed the strategy of key players in the global and Russian markets, formulated long-term strategic energy development trends, including prospects for changes by type of energy, by energy consumption structure and by directions of state energy policy over the next 20 years.

Also, two International Energy Conferences were conducted as part of the project. The conferences were attended by delegates from more than 15 countries.

  • 2nd International Energy Conference “The Days of Energy in Skolkovo” (2011)

The results of foresight will provide the basis for adoption of plans and legal regulations, as well as for launching a new series of development projects. In fact, we are talking about elaboration of the model of the “new Russia’s energy sector” – selection of most promising niches in products and technology markets, design of Russia’s new energy architecture, contours of the government policy on development and regulation of energy markets, as well as the directions in science and technology policy in the energy sector and related sectors.

In addition to the project coordination the Center for Strategic Research "North-West" performs two research works:

  • Development of suggestions for updating the long-term strategic priorities of innovation and technological development of SUEK company on the basis of the forecast for development of coal energy technologies.
  • Long-term energy foresight for the Russian Federation and strategic interests of Rosatom State Corporation

Project objectives:

  1. To identify the role of the coal sector in the global energy industry.
  2. To elaborate the long-term technology forecast for the coal sector development.
  3. To elaborate the basic forecasts for socio-economic changes and policies of different groups of countries and companies in the sphere of coal energy technologies and related sectors.

Long-term Energy Foresight for the Russian Federation and Strategic Interests of Rosatom State Corporation

Project aim: to conduct the comprehensive scientific and technological foresight to form a long-term vision of the evolution of global energy and related technologies and markets, and to identify promising directions for innovative development of nuclear energy and related sectors of the Russian economy.

Main project objectives

1. To conduct the foresight for energy development: global markets, parts of the world where key markets are located and the Russian Federation. The process of conducting foresight includes consideration of energy balance and energy consumption structure, the structure of energy production.
2. To elaborate a long-term forecast for energy technology development and related industries, which determine parameters of demand for products and services and development of energy technologies.
3. To elaborate forecasts for basic socio-economic changes and policies of different groups of countries in the energy sector and related industries.

Project implementation stages:

  1. Formation of the expert viewpoint and formulation of the basis hypothesis for development of global energy.
  2. Setting up expert groups of Russian and foreign experts
  3. Assessment and analysis of project materials, redefining the basis hypothesis
  4. Preparation of project deliverables
  5. Elaboration of draft road maps for development of energy systems by key countries and macro-regions, as well as for the Russian Federation..

Elaboration of comprehensive medium and long term forecasts for promising technical solutions and technologies in the energy sector and related industries and the technology development road map for OAO RusHydro

Project aim: to identify promising areas of innovation and technological development of RusHydro company on the basis of the comprehensive forecast for global technologies and markets in renewable energy and related industries in the mid-term (until 2020) and long term (up to 2030) perspective.

Project objectives:

  1. To create the vision for development of energy markets, the subject of this research.
  2. To elaborate the comprehensive forecast for development of global technologies and markets in the sphere of renewable energy (including hydropower), and related industries in the medium-term (until 2020) and long-term (up to 2030) perspective.
  3. To elaborate the technology development roadmap for renewable energy (including hydropower) in the RusHydro company

Designing the smart grid model and the roadmap for its implementation

Project aim: to design the smart grid model for the Russia’s power sector

Project objectives:

  1. To design the smart grid model including economic (market), technological and organizational plan for its creation
    To develop the TOR for implementation of the smart grid creation project
  2. To develop the structure and functional of the engineering center JSC FGC UES 2 as part of OAO "UES FGC" or its subsidiaries and affiliates for implementation of the project to create a smart grid on the basis of the introduction of advanced design methodologies, techniques and competencies.
  3. To form the organizational structure, requirements and functional for the team of system engineers.
  4. To elaborate the roadmap for launching the project for creation of the Smart grid with the list of priority items
