Project aim: to determine directions for improvement of the management and financing system of the housing and public utilities, and technical modernization of the sector. The document was approved at the meeting with Pskov Oblast governor A.A. Turchak (December 9, 2010, Pskov)

Main project goals:

  • To determine directions for technical modernization of the Pskov Oblast housing and public utilities sector
  • To determine directions for improvement of management and financing system of the Pskov Oblast housing and public utilities sector

To achieve the goals the work was divided into two parts: technical and financial.

Block 1. Technical.

  • Energy inspection of Pskov Oblast heating systems, including sampling survey of individual generating facilities and power grids;
  • Development of recommendations on technical modernization of the Pskov Oblast heating facilities;
  • Assessment of the potential of the development of efficient energy use in the sector;
  • Assessment of the technical potential for the use of local fuels.

Block 2. Finance and management

  • Financial management audit of the Pskov Oblast housing and public utilities sector;
  • Elaboration of recommendations for improvement of the management of the Pskov Oblast housing and public utilities sector;
  • Elaborations of models for attracting investments in the sector, and recommendations to improve its investment attractiveness;
  • Assessment of the economic, budgetary and social consequences for the region from implementation of the proposed technical and managerial decisions, including transition to the use of local fuels, automation of production processes in the sector and other.
