Project aim: to identify key parameters for construction of a settlement for experts involved in construction and operation of the Baltic Nuclear Power Plant (and their families), involved in construction of the Baltic Nuclear Power Plant (BNPP) and to build a vision for the further development of the area, taking into account completion of the BNPP construction and transition to the operational phase.

Project stages:

1. Analysis of prerequisites for construction of the settlement:
− Analysis of the current population structure of three municipalities in the Kaliningrad Oblast (Neman district, Krasnoznamensky district and Soviesky urban district), the forecast for changes in the population structure after construction of BNPP, analysis of the current housing market and infrastructure in the area;
− Analysis of the size and structure of the staff for BNPP, determination of the quantity and type of demanded housing and infrastructure facilities for the period of construction and operation of BNPP;
− Study and analysis of domestic and foreign experience in organization of settlements for NPP and other nuclear industry enterprises , the study of existing requirements for location of the facilities

2. Selection of settlement location.

3. Elaboration of the pre-feasibility study on construction of the settlement at the selected location
− Key planning solutions.
− Requirements to residential buildings, social and engineering infrastructure facilities
− Pre-feasibility study for creation of a settlement at the selected location (with the basic provisions of the Concept for development of the district where the settlement is to be located).
