November 2000—July 2001. A project of the CSR «North-West». The project resulted in the "Doctrine for Development of Russia’s Northwest" - a framework document that sets out guidelines for elaboration of Russia’s strategy in the North-West.

In 2000 the CSR «North-West» initiated the large-scale project on "Elaboration of the outlines of socio-economic strategy of Northwest Russia." The project was the first attempt to create the concept of the strategy for development of the region as a single territorial formation.

The position of CSR «North-West» is that elaboration of the strategy of the Northwest region is a collective process , requiring harmonization of competing and often divergent interests of regional development entities, i.e. government, business, and professional communities. Prioritization of regional development goals North-West should be based on public communication.

For the project work the Foundation enlisted services of expert and regional task forces set up under the agreement between CSR «North-West» with heads of Federation constituent entities in the region. Elaboration of an outline for development strategy included dozens of workshops and business games organized by the Foundation.

The project resulted in the "Doctrine for Development of Northwest Russia” - a framework document that sets out guidelines for elaboration of Russia’s strategy in the Northwest. The document sets forth requirements for regional development projects and identifies priority areas for the development of the Northwest.

In 2001 году the Doctrine was presented to the Expert Council for Economic Development and Investments under the Plenipotentiary Representative of the RF President in the North-West Federal District and broadly discussed in all the Federation constituent entities in the region.

The "Doctrine" became the basis for all subsequent CSR «North-West» projects and triggered a number of the foundation’s research and project work in several areas.
